You get a learner permit in Ireland by passing the theory test for your category, then applying to the National Driver Licence Service (NDLS) in person or online with evidence of your legal right to reside, an eyesight report or a medical report for trucks and buses, and a €45 fee. A permit usually lasts 2 years.

Which learner permit do you need?

A learner permit is tied to a licence category, which sets the theory test, the age and what you must hold first. Cars, tractors and work vehicles share the BW test; the AM test covers mopeds, A1, A2 and A; trucks use the C test, buses the D test (Citizens Information). The RSA Annual Report 2024 records 119,349 first time learner permits issued that year, all categories.

A first truck or bus permit needs a full car (B) licence and the C or D theory certificate (S.I. No. 537 of 2006 regulation 19(2)(a)). A trailer permit needs a full licence for the drawing vehicle (S.I. No. 483 of 2011). A first A permit needs 2 years on an A2 licence or age 24 (S.I. No. 6 of 2013).

Can you drive straight after passing your theory test?

No. To drive any vehicle in a public place you need a licence or learner permit that covers it (Road Traffic Act 1961, section 38). A theory pass is not a licence: it lets you apply for a permit (S.I. No. 537 of 2006), and it lasts 2 years (Driver Theory Test FAQs).

Applying for a first permit
  1. Before you applyPass the theory test for your category

    The certificate must be in force when you apply (S.I. No. 537 of 2006, regulation 20(5)(a)(v)).

  2. Before you applyGet an eyesight report, or a medical report

    An A1, A2, A, B, AM or W application needs an eyesight report on form D.502 from an optician or doctor, dated within a month, unless you already gave an eyesight or medical report. Trucks and buses need a medical report dated within a month, and so does anyone with a listed condition, past epilepsy or alcoholism, or regular medication likely to make driving dangerous.

  3. Before you applyCheck your residence and right to reside

    You must have normal residence in the State, or have studied here 6 months (S.I. No. 420 of 2013), and since 19 May 2025 show a legal right to reside (S.I. No. 193 of 2025).

  4. Apply in person or online

    Post is only for applicants aged 70 or over, or people normally resident here who are outside the State for school, university or a task of definite duration, and never for a first permit.

  5. Provide a photograph, a signature and the fee

    In person the NDLS may use a recent photo it holds, otherwise it takes one; online you supply one. Every applicant gives a signature copy. The fee is €45 (NDLS fees).

The permit is form D.202, re-made from 27 April 2026. 'Valid from' is the date you first held a permit in that category, not your latest application (S.I. No. 164 of 2026).

A lost permit is replaced by a duplicate application, with the same rules on applying, the photograph and the signature. We have no verified replacement fee.

How long a learner permit lasts and how often you can renew it

A learner permit is granted for 2 years (S.I. No. 242 of 2015, amending regulation 17(2) of the 2006 Regulations). Renew from 3 months before expiry; a one year permit can be granted where a medical report says a review is due sooner.

There is no fixed number of permits. After 2 permits in a category, another needs a driving test in that category in the previous 2 years; without it, a one year permit on proof of a booked test or certified illness. A permit expired 5 years or more counts as a first permit.

The May 2026 [Rules of the Road](https://www.rsa.ie/docs/default-source/road-safety/r1---rules-of-the-road/ruleoftheroad_book-for-web.pdf) still describes the older rules. From 1 November 2026, after 7 years on permits in A, A1, A2, AM, B or W the next application counts as a first permit, bringing back the theory test, EDT and the six month wait.

Over 64,000 learner drivers here have held three or more permits (RSA). Almost 60% of category B permit holders who renewed three or more times have yet to sit a driving test, approximately 38,000 people (Department of Transport).

From 1 November 2026, the NDLS adds, a restarted permit counts as a first permit, so the six month wait applies again, and reduced EDT can be used only once (NDLS, Help).

The accompaniment condition (regulation 17(6)(b)(iv)) does not list the motorcycle or W categories.

In a car, truck or bus the learner must be accompanied and supervised by a qualified person who has held a full licence for that category for 2 continuous years without disqualification, and whose licence is not automatic only unless the car is automatic (S.I. No. 719 of 2007). The condition does not apply during the driving test, with code 73 on the permit, or in an adapted vehicle that cannot carry a passenger. No learner may use a motorway (Roads Regulations 1994).

Breaking a condition is an offence. Missing L plates or a tabard, or driving unaccompanied, brings 2 penalty points on a fixed charge or 4 on conviction (Road Traffic Act 2002), and Gardaí can seize the car. The owner may be fined up to €1,000 (Fines Act 2010) unless the car was used without consent or they took all reasonable steps (Road Traffic Act 1961). A learner or novice at 7 penalty points is disqualified for 6 months (Road Traffic Act 2014), and the drink limit is 20 mg per 100 ml of blood (Citizens Information).

In a written answer in February 2026, the Minister of State at the Department of Transport said there are no plans to change the accompanied driving rule (Houses of the Oireachtas).

Training before the test: EDT for cars, IBT for motorcycles

A first car (B) permit holder does Essential Driver Training: 12 lessons of at least an hour with an approved instructor (S.I. No. 173 of 2011). Lesson 1 comes first, 2 to 8 in any order, then 9 to 12 (S.I. No. 9 of 2019). Holders of a car licence from a country whose licences cannot be exchanged, held at least 2 years, do 6 lessons. No stamped logbook means no car test.

Money Guide Ireland, a third party, found €500 to €750 for the 12 EDT lessons in early 2026, commonly about €550.

A first A, A2, A1 or AM permit holder must do Initial Basic Training and may ride on a public road only on the course or with a valid IBT certificate (S.I. No. 681 of 2011). AM and A1 do 16 hours in 4 modules. For A2 and A the RSA IBT page) and S.I. No. 433 of 2018 give 18 hours in modules 1, 3 and 5, while Citizens Information says 16 hours.

There is no standard IBT fee. Two Wheels Training lists A1 at €495 and A2 or A at €550 with a school bike; Irish Motorcycle Training lists A and A2 at €650 and A1 (manual or scooter) at €600.

When can you sit the driving test?

In most cases you cannot apply for the driving test until your first permit is 6 months old; in law the bar is on applying for the certificate of competency (Citizens Information). From 1 November 2026 the wait is re-made for new A, A1, AM, W and B permits (S.I. No. 527 of 2025).

From six months to test day
  1. Let the six months run

    The count runs from the permit start date.

  2. Apply through MyRoadSafety

    Bookings are self-managed through a MyRoadSafety account (RSA, Test waiting times).

  3. Choose a slot within 10 days

    After the invitation you have 10 days to pick an appointment, from slots over the following 3 to 5 weeks (RSA, How to apply).

  4. Bring the documents

    Show a valid motor insurance certificate, required since 9 March 2026, plus the stamped EDT logbook or valid IBT certificate.

On CSO data to August 2026 the estimated wait for an invitation across all centres was 11.6 weeks (CSO for the RSA). For categories other than car the RSA says the average invitation wait is generally 10 to 12 weeks. After a fail, another invitation comes in 10 weeks, though it can take longer in some centres.

The test fee is €85 for motorcycle, car, car and trailer, work vehicle and tractor, and €120 for other categories (Citizens Information).

After you pass: certificate, licence and N plates

Passing gives you a Certificate of Competency, valid for 2 years (Citizens Information), and a first full licence costs €65 (NDLS fees).

On our reading of regulation 17(6)(c) (S.I. No. 719 of 2007), a driver who has passed but not yet received the licence is still a permit holder, so the qualified person stays beside them.

Once the licence is issued you are a novice for 2 years and display N plates, or a tabard on a motorcycle (Citizens Information), keeping the 7 point threshold and the lower drink limit.

A learner timeline

Aoife is a made up learner, 17, going for a full car licence. Her permit is issued after 1 November 2026, so the new rules apply. The issue date is assumed: NDLS processing time is not in our sources.

Every date below is an illustration.

  1. Wed 14 October 2026: she passes the BW theory test for €45 (Prometric). The certificate lasts 2 years, until about mid October 2028.
  2. Tue 27 October 2026: she gets an eyesight report on form D.502, dated within a month of applying.
  3. Mon 2 November 2026: she applies online with the certificate, eyesight report, right to reside evidence, photograph and signature, and the permit is issued on 9 November 2026 (assumed).
  4. November 2026 to April 2027: she does EDT, lesson 1, then 2 to 8, then 9 to 12, stamped by her instructor, at €500 to €750 on the Money Guide Ireland third-party survey. She practises with her mother, a full manual car licence holder of over 2 years. L plates front and rear, never alone, no motorway, no trailer.
  5. Mon 10 May 2027: she applies for her driving test, six months after the permit started.
  6. About Fri 30 July 2027: the invitation arrives, on the 11.6 week all-centre CSO estimate. By Mon 9 August 2027 she picks a slot within 10 days.
  7. Wed 25 August 2027: she sits the car test for €85 with the stamped logbook and a valid insurance certificate.

If she passes, the Certificate of Competency lasts 2 years, and on our reading she keeps a qualified person beside her until the €65 licence is issued, then displays N plates for 2 years. If she fails, another invitation comes in 10 weeks, though it can take longer in some centres. Her fixed fees on the pass route come to €240.

A permit not held for 2 years or more also means starting again, and illness no longer excuses a renewal without a test.
