The official sources disagree
The Regulations set 16 as the minimum age for a category W learner permit, and Citizens Information, the Rules of the Road and a written answer agree. Two theorytest.ie pages and one Citizens Information page say a W tractor permit is possible at 15.

Questions people ask
Can you sit the theory test before you are old enough to drive?
Yes. The test carries its own minimum age, set below the car permit age, and both figures are in the table above. What you cannot do is hold a learner permit before the age for that category.
Does the theory test minimum age change on 1 November 2026?
Citizens Information and the test operator both say the minimum age to sit the test becomes the figure in the row above from that date. No statutory instrument setting it has been published, so that row records where we looked instead of citing a regulation, and we check the statute book again after the date.

What age can you get a moped licence in Ireland?
Category AM, for mopeds and light quadricycles, starts at the age shown above, and the light motorcycle category A1 starts at the same age. Both sit inside the motorcycle and moped theory test, so one pass covers the group.
Is the age different for a tractor licence?
The Regulations put category W at the same age as the moped categories, and the row above carries the provision. Some official pages say a tractor learner permit is possible a year earlier, and one of those pages also says no learner permit is granted below the legal age, so the official sources disagree. The legal figure is what the row shows, with the disagreement beside it.
How old do you have to be to drive a truck or a bus?
Older than for a car, and a Driver CPC brings it down. The table above gives the standard age for every truck and bus category and the reduced ages that come with a CPC. A first truck or bus learner permit also needs a full car licence, so the car licence comes first in the order of things.
How long does a theory test pass last if you sit it early?
The certificate runs for the period shown above from the test date. Sitting the test well ahead of the permit birthday can mean the certificate lapses before the permit application goes in, and then the test is sat again.
Which theory test do you book for your category?
One theory test covers a group of licence categories rather than a single licence, and the grouping row above lists them. The car test also covers the work vehicle and tractor category, and the motorcycle test covers every motorcycle category from moped upwards.
